The institutional strengthening program has been completed since April, 2016. 'Strengthening institutions for the care and protection of at risk children and children of convicts’ was a program which started on December 1st, 2012. This Morning Tears program built upon the successful and close cooperation with Chinese partners in the years before and had four core objectives:
- Assist with the development of an inspection unit for child protection in China under the Ministry of Civil Affairs.
- Assist with the development of standard operating procedures to ensure childcare and protection are provided when a parent goes to prison.
- Assist with the creation and implementation of training materials and plans for relevant childcare and protection authorities which can also be used in the National Training Center.
- Setting-up a model center for child care and protection which can function as an example for other centers in China.
All of these objectives have been successfully achieved.
